Most of the work was done in the industries buildings.  When the penitentiary first opened, Federal Prison Industries, Inc. used the Model Industries Building which stood atop an old military fortification.  After several escape attempts which led to the death and disappearance of three inmates and a guard, FPI moved all operations to the new industries building. Prisoners who worked in the industries found themselves scrutinized by two bureaucracies: that of the FPI, represented by the foremen and engineers, and that of the Bureau of Prisons, represented by the watchful guards.
